Ministry of Agriculture and Environmental protection and Swedish agency for the environment have signed cooperation agreement for the Program „Preparation for negotiations within the process of accession of the Republic of Serbia to the European Union, in the field of environmental protection - ENVAP 3“, which will be realized with the donation of the Government of the Kingdom of Sweden to the Serbian Government in the amount of three million euros.
Program will be aimed to support the relevant Ministry, negotiation group for the preparation of negotiations, Agency for the environment, as well as towards implementation of communication strategies, necessary for the successful Program realization.
„Ecology is very important field which should be permanently and thoroughly dealt with and which requires coordinated action of all relevant institutions, but the citizens themselves. Donation of the Swedish Government, with the value of around three million euros, should support Serbian Government on its path of European integration, and considering the fact that the Chapter 27, which relates to the protection of the environment, is one of the most expensive and most demanding chapters in the negotiation process, it is very important to use this help in regular manner and to aim it to the solving of important issues in this field. The Government of the Kingdom of Sweden invests approx. 100 million euros of total developmental support to Serbia, since this is an interest for both countries and strategic support to Serbia in its European path“, said H.E. Jan Lundin, Swedish ambassador in Serbia.
Until now, the Government of the Kingdom of Sweden most of all other EU member states helped Serbia considering problem solving in the field of protection of environment, and this donation is continuation of their altruistic support to our country.
„Although the environment is complex chapter, Serbian Government and relevant Ministry, in March this year, with the support of international and domestic experts, obtained the support by the European Commission which recommended opening of the Chapter 27, with no initial standards. We know that only after opening of such chapter we will face the most important job, thus the financial aid by the Swedish Government is more than precious, because good preparation for negotiations is essential for the success thereof. Their complexity is evidenced in the fact that we expect large job within the department of water supply, waste management, waste waters and industrial pollution, in which in the upcoming 25 years will be invested over 10 billion euros“,said Stana Božović, Secretary of the state in the Ministry of Agriculture and Environmental protection.
This year, Serbian Government as adopted four treaties in the field of environmental protection – Support to the development of infrastructure in the field of environment (EISP), Program of the development of the prioritized infrastructure in the field of environment (PEID), Chemicals management and Program of preparations for negotiations in the process of the accession to the EU in the field of environment (ENVAP 3). On the today’s conference, for the Program „ENVAP 3“ has been officially signed the Treaty on the cooperation between relevant Ministry and Swedish environmental agency, which is signed by Stana Božović, Secretary of the state in the Ministry and Ulrik Vestman, senior official of the Swedish environmental agency.
Having in mind that Serbia on the road to European Union will face various challenges, it is very important to introduce the publicity with the Program which considers preparations for negotiations process. „Important component of this Program is also communication with the citizens, in order to increase visibility of reforms in various environmental segments. Media will have the key role thereof, since it is necessary to introduce citizens with the importance of the protection of environment, as well as with the results of negotiations in the field“, indicated Srđan Majstorović, deputy Manager of the European integration office.
