Ministry of Agriculture and Environmental protection supported by EU has initiated the project „Further implementation of National strategy of approximation in the field of the environment – Environmental Approximation Strategy - EAS”. Project will be aimed to the support of relevant Ministry and Negotiation group 27 in strengthening institutions and strategic planning within the Chapter 27 – Environment and climate changes.
„The environment is financially and administratively demanding field, which includes permanent coordination and communication of all relevant institutions. It is also evidenced in the fact that 10 billion euros is necessary for approximation of environment, of which approx. one billion euros for investments in the waste, and approx. 7 billion euros for water supply, sewage and waste waters. This program will support our country in further accession to the EU acquis in the field of environmental protection, through strengthening of institutions, improvement of infrastructure and investment planning of new projects in this field“, said Stana Božović, secretary of the state in the Ministry of Agriculture and Environmental protection.
Deputy chief of the European Union Commission in Serbia, Oskar Benedikt said that until now have been opened 6 chapters, and he hopes that the Chapter 27 will be opened without initial criteria. „The Chapter 27, which considers the environment, is the most complex one considering number of Directives and it makes one third of the total European legislation. It is also the most expensive one and requires huge investments, and it is also most important, since it relates to the quality of the living standard of all citizens: water quality, air, land. Neither chapter impacts in such extent to our lives, health, future and developmental projects more than this one. The project which starts today should right away strengthen institutional capacities for the preparation of negotiable position of the Serbia within this field“, emphasized Mr. Benedikt.
Project „Further implementation of National strategy of approximation in the field of the environment “ will last until October 2018 and comprises activities related to three main components: strengthening of institutions for implementation of legislation in the field of environment, strengthening of the capacities for the planning of implementation of EU Directives which require significant financial investments (particularly in the field of water and waste) and strengthening of the capacities for investment and financial planning of the projects in the field of environment.
On the conference were also represented experiences from Slovenia in negotiations for the Chapter 27, as well as Macedonian experiences in the field of expenses and benefits related to the future development of the sustainable investments and implementation of the EU requirements in the field of water management.
